Generally, you would configure the co cast router into gateway mode then allow your business router handle everything else, including using one or more of your static IP addresses. And are you using one firewall or at least two in the context of your use case with 16 public static IP addresses? The OP didn't mention NAT nor static private IP addresses but private dynamic IP addresses in addition to the public static ones. To use the remaining interface, you would use NAT policies or another physical interface for assigning the additional IP addresses.
